Intertwining vignettes frame this tale of America's escalating War on Drugs. Ohio Supreme Court judge Robert Wakefield has been appointed the nation's Drug Czar, his new position made more daunting by the discovery that his teenage daughter Caroline is a heroin addict. Meanwhile, DEA agents Montel Gordon and Ray Castro are pursuing Helena Ayala, wife of jailed kingpin Carlos Ayala, as she seeks to the control the business that her husband had kept hidden from her. South of the Border, duplicious local constable Javier Rodriguez is fighting the battle with his own jaded, questionable ethical code.

His role: He plays the character of Seth Abrahams, Caroline Wakefield's love interest (Erika Christensen). He was set to unleash a diatribe on why Robert Wakefield's (Michael Douglas) drug czar is naοve to believe that he could ever prevent drugs from landing in the hands of young Americans -- even his straight-A, prep school daughter, Caroline..They force Robert to face how close the drug war hits.

I'm sorry that I have to be going to say this but that's just fucking bullshit -- for instance I know you jack-off thinking to Caroline every night instead of Vanessa who you're supposed to be "in love" with. Whatever that...Don't get me started on that convention because, I mean, think about it, what is that convention ?  We're just random collections of self-interest, and all of a sudden we just decide that we're gonna walk two by two now in fucking line to Noe's Arch.

Seth: Could you shut up for one minute, and like listen to yourself ?
Caroline: What ?
Seth: Because you're so fucking right!

Seth: Oh my God, look at Bowman, fucked up! [starts laughing while Bowman is OD'ing]
Vanessa: Wait, what do we do ?
Seth: Fuck! It's...God, somebody call a doctor!
Vanessa: Wait, wait, your dad's a doctor. Call him.

Vanessa: Wait, wait, what kind of research ?

[Seth, Caroline and Vanessa are dropping Bowman's body at the entrance of an emergency hospital and quickly get back in the car, when a police car stops them]
Seth: Okay, nobody has anything on them, right ?...FUCK!

[In a motel room]
Seth: Oh man, I love this place!
Caroline: I wish we could stay here. Just be here forever and ever. Make it a little home here.
[He leans to kiss her]
Seth: I wanna have sex and then do a hit right as we're both cumming.

[In the car]
Robert: I can't believe you brought my daughter to this place.
Seth: Woah. Why don't you just back the fuck up, man. "To this place"? What is that shit? Ok, right now, all over this great nation of ours, 'hundred thousand white people from the suburbs are cruising around downtown asking every black person they see "You got any drugs? You know where I can score some drugs?" *Think* about the effect that that has on the psyche of a black person, on their possibilities. I...God I guarantee you bring a hundred thousand black people into your neighborhood, into fucking Indian Hills, and they're asking every white person they see "You got any drugs? You know where I can score some drugs?", within a *day* everyone would be selling. Your friends. Their kids. Here's why: it's an unbeatable market force man. It's a three-hundred percent markup value. You can go out on the street and make five-hundred dollars in two hours, come back and do whatever you wanna do with the rest of your day and, I'm sorry, you're telling me that... you're telling me that white people would still be going to law school?

Steven Soderbergh: "The key is to have the speeches given by a character within a context that is not normal. So you have Topher Grace, whom you wanna slap silly, you just want to belt him so much, and he’s sitting in a car with the drug czar of the United States of America outside a crack dealer’s house lecturing him on something that he’s actually right about. So you have to spin it so that it’s not coming at you, it’s coming at you in an oblique way."

To prepare for the scenes in which they were high, the teens had to have peppermint dust blown into their face to make their eyes and noses red, and snorted powdered dried milk sugar aka lactose.

In the original theatrical release it was mentioned that Caroline and her friends went to a school called Cincinnati Country Day, a small prep school in Cincinnati. When CCD protested being associated with drug addiction, references to the name of the school were removed from the video version.
